After a U.S. nuclear submarine was reported missing off Guam, the search party who went to its rescue encountered a giant sea monster with a huge fin on its back. They never returned. A Japanese Admiral Tachibana, when a child, lost his parents in a catastrophe caused by the attack of the first Godzilla in 1954. Remembering the terrifying experience, he warns the naval chief of staff that Godzilla might ravage Japan again. But after five decades of peace, the nation’s leaders have complete faith in their advanced weapons and ignore Tachibana’s warning.
Meanwhile, a series of strange incidents takes place in Japan, at Mt. Myoko, Lake Ikeda and forest near Mt. Fuji. Tachibana’s daughter Yuri, a reporter for a budget TV show, finds that the places where the unusual incidents occurred agree with a legend that three guardian sacred monsters are hibernating, waiting to spare Japan from Godzilla. She meets a mysterious old man who tells her that Godzilla is result of mass human will to survive, and the souls of countless Pacific War victims have congregated in the monster’s body. “No weapons can kill Godzilla,” he warns. “Wake the three dormant Sacred Beasts!”
Godzilla eventually reaches Japan. Whatever the defense force’s anti-Godzilla efforts, they all fail. But the three sacred Beasts rise to challenge the titanic invader. Tachibana realizes that the military must fight together with the sacred beasts and personally launches a special assault on Godzilla. Yuri is determined to report the fight against Godzilla no matter what. Will the three Guardian Sacred Beasts and mere human beings be able to defeat the invincible monster gone mad? Can mankind survive?
